The Community Emergency Response Team (CERT) program educates volunteers about disaster preparedness for the hazards that may occur where they live. The CERT program offers a consistent, nationwide approach to volunteer training and organization that professional responders can rely on during a disaster situation. Lincoln County CERT is sponsored and supported by the Lincoln County Emergency Management Agency (EMA). Learn more about FEMA's CERT Program.
CERT trains volunteers in basic disaster response skills:
Fire safety
Light search and rescue
Team organization
Disaster medical operations
The CERT program is critical in the effort to engage everyone in the United States in making their communities safer, more prepared, and more resilient when incidents occur.
Community-based preparedness planning allows us all to prepare for and respond to anticipated disruptions and potential hazards following a disaster. As individuals, we can prepare our homes and families to cope during that critical period. Through pre-event planning, neighborhoods, and worksites can also work together to help reduce injuries, loss of lives, and property damage. Neighborhood preparedness will enhance the ability of individuals and communities to reduce their emergency needs and to manage their existing resources until professional assistance becomes available.

FEMA Independent Study IS-317: Introduction to CERT - This Independent Study (IS) course is an introduction to the CERT program.
FEMA Independent Study IS-315: CERT and the ICS - This course introduces CERT leaders to the Incident Command System (ICS), a proven management system used by emergency managers.
